V tomto příspěvku krátce shrnu vývoj publikační strategie časopisu Mezinárodní vztahy (dále MV), s důrazem na význam, jaký v této strategii hrál jazyk, ve kterém časopis dlouhou dobu vycházel. Vycházím z premisy, že rozhodnutí o vydávání časopisu v češtině souvisí s jeho identitou jakožto komunitního časopisu. Pod pojmem komunitní časopis mám na mysli časopis nesloužící pouze jako platforma pro publikování výsledků výzkumu jednotlivých badatelů a badatelek, ale spoluutvářející a formující českou odbornou komunitu jako takovou. Pro úplnost podotýkám, že tento příspěvek je subjektivní reflexí člověka, který působil v redakci časopisu v době, kdy vycházel výlučně v českém (a slovenském) jazyce – od roku 2005 jako asistent/zástupce šéfredaktorky (šéfredaktora) a mezi lety 2009–2018 jako šéfredaktor časopisu MV.

Role theory, which is based on the symbolic interactionism of George H.Mead, is increasingly used in foreign policy analysis. The goal of this paperis twofold. Firstly, the text expands the conceptual framework of role theoryby incorporating the arguments of Mead's theory of time. We argue thatnational roles have not only the relational dimension (the constitution ofroles vis-a-vis others), but also the temporal dimension. Based on thetheory of time, we conceptualize this temporal dimension by introducingthe concepts of historical self and historical other. Secondly, the articleattempts to incorporate in role theory the arguments of poststructuralismconcerning the meaning of otherness and the defining of one another forthe formation of identity. In this view, the symbolic-interactionist process of"taking the role of the other" and poststructuralist "negative othering" canbe perceived as two extremes on the continuum of modalities of theconstitutive relationship between self and the other.

Viele Politiker in der Tschechischen Republik nehmen ihr Land als klein und einflusslos wahr. Auch zahlreiche Politikwissenschaftler vertreten diese Auffassung. Strukturalistische Theorien der internationalen Beziehungen zementieren diese Sicht. Selbst in der Wissenschaft spiegle sich die Dominanz der Großmächte. Nach 1989 sollte der ständige Vergleich mit den westlichen Ländern bzw. mit der westlichen Forschung dazu dienen, diese "einzuholen". Seit einigen Jahren macht sich aber Fatalismus breit. Doch ein Blick in die Geschichte der Disziplin der Internationalen Beziehungen in der Tschechischen Republik zeigt, dass in der Politik wie in der Wissenschaft die Klage über die Marginalität vor allem eines zur Folge hat: Selbstmarginalisierung. FEUTURE EU 28 Country Report Czech Republic In a 2009 study, Kratochvíl et al. explained that the Turkish accession to the European Union (EU) had never been a real issue in the Czech Republic. This argument is still valid today: while the political circles and a few interested persons engage in the debate on accession, there is only very little public debate on this topic. Part of the explanation is that Czech media generally pay less attention to events abroad. The literature on norm socialization and Europeanization has largely focused on successful norm diffusion, but thus far it has hardly addressed the norm backlash from the respective societies. To more fully grasp the interaction between member states' roles and their institutional preferences we provide a conceptual model for the de-composition of national role conceptions. This model is applied in case studies on German and Czech European policies in the constitutionalization process of the European Union. The paper illustrates how the composition of Czech and German roles has changed over time and how these national role conceptions shape the countries' respective institutional preferences. We conclude that historical role experience is considered as a powerful explanatory tool for the policies of today's European Union member states.

This article employs the concept of rhetorical action in an analysis of the recent developments in Czech-Russian political relations. Through the discourse analysis of key Russian political speeches and official documents related to the Czech Republic, as well as Czech speeches tackling the same issues, we look at two different rhetorical actions employed by Russia to induce changes in Czech policy. The attempts to make Czech policy unacceptable in the wider community of European democracies were only partially successful. While the first rhetorical action aimed against Czech NATO membership failed, the new diplomatic strategy stressing the need for a "normalization" of relations was successful in transforming Czech policy towards Russia.
